Sheilah P. Clay

Chair
Sheilah P. Clay is currently the Principal of Purposeful Consulting, LLC. Most recently she served as the Director of Training Quality and Retention for the Mayor’s Office of Workforce Development. In 2018, following a 22-year career, she retired as the President and CEO of Neighborhood Service Organization (NSO) following 22 years of service. In recognition of her service, she was honored with the title President Emerita.
Along with service to OppFund as a trustee, Mrs. Clay has shared her expertise through board leadership with: The Michigan League for Public Policy, The Empowerment Plan, The McGregor Fund, Leadership Women, Urban Research Council, and the Judith Dianne Jackson Scholarship Fund.
She is a former member of the Farmington Board of Education and the Federal Reserve Bank of Chicago-Detroit Branch Board of Directors. Sheilah is the recipient of numerous awards. She is also a member of Alpha Kappa Alpha Sorority, Inc and the Renaissance (MI) Chapter of the Link’s, Inc.
A native Detroiter, Sheilah received a Bachelor of Arts degree from Spelman College, a Master of Arts degree from Wayne State University, and holds an Honorary Doctorate – Arts/Humanities from Oakland University. She is a McGregor Fund Eugene Miller Fellow and a graduate of Leadership Detroit Class of XXIV. She is married and the mother of four.

Carol Tarnowsky

Carol Tarnowsky is a corporate attorney who has specialized in health care law since 1990. Her areas of focus include regulatory issues, complex business transactions and contracting, governance, clinically integrated networks and intellectual property. Ms. Tarnowsky worked and was a partner at a large Detroit law firm for 9 years.
Ms. Tarnowsky is a member of the American Health Lawyers Association and the State Bar of Michigan Health Care Law Section and served the full six-year term as a Council Member. In 2018, she was honored to become a Fellow of the Health Care Law Section. Ms. Tarnowsky is a member of the Temple Beth-El Caring Community and Archives Committee. She also enjoyed tutoring pre-k and kindergarten students in the Detroit Public Schools Reading Corps Program.
Ms. Tarnowsky has spoken on a variety of healthcare-related topics. Her speaking engagements include but are not limited to, the Institute of Continuing Legal Education, The Michigan Health and Hospital Association, and the Michigan Society of Healthcare Risk Management. Ms. Tarnowsky graduated with honors from Michigan State University, with a B.A. in Political Science. She was earned a J.D. from the University of Detroit School of Law.
Thomas Johnson

Treasurer
Tom Johnson is the Principal of the Boyne City-based company, Landmark Group, LLC. In this role, he oversees all operations while leading a team of diverse development professionals for projects across Michigan. Mr. Johnson provides project planning, financial, and project management services to developers and community-based organizations.
Mr. Johnson also served for over 14 years as Executive Director of the Northern Lakes Economic Alliance (NLEA). He led this multi-county community and economic development organization in the creation of several new business ventures and community projects. While there, he led the redevelopment of multiple historic and brownfield properties, created a formal partnership with Michigan State University, and helped multiple communities with downtown revitalization projects.
Mr. Johnson co-founded Northern Homes Community Development Corporation in 1997 and continues to be active on their board of directors today. Northern Homes is a 501 (c)(3) non-profit that develops single and multifamily affordable housing and provides homebuyer counseling.
Mr. Johnson holds a Bachelor of Science degree from Western Michigan University. He also holds certifications as a Housing Development Finance Professional and Economic Development Finance Professional from the National Development Council.
Victor Abla
Local Initiatives Support Corporation (LISC)
Victor recently wrapped up a nearly 30-year career at the Local Initiatives Support Corporation (LISC) in Detroit and Toledo. During this time he was responsible for about $80 million in direct lending and grant funding, leveraging an additional $575 million of investment in nearly 3,500 affordable housing units and 840,000 square feet of commercial space, along with other community development projects
Prior to his time at LISC, Victor was a member of the initial AmeriCorps class, placed at Core City Neighborhoods. He has been active in numerous community initiatives, serving on the boards of Bagley Housing Association and Living Arts, and participating in environmental justice, land use, and other grassroots organization activities in his neighborhood. He currently serves as the Treasurer for the Eastern Market Development Corporation. Victor holds a Bachelor of Business Administration and Master of Urban Planning degrees from the University of Michigan.
James Avery
Genesee County Government
James Avery was born in Flint, Michigan and attended Bunch Elementary School. When he was 10 his family moved to Grand Blanc where he graduated from High School. He played football and studied at Western Michigan University, and also pursed his education at Mott Community College, Baker College and the University of Michigan.
Mr. Avery’s experience includes work in the fields of retail, automotive and education. He taught at the Genesee Area Skill Center (now GCI) and Flint Southwestern Academy. Following that he worked in administration at the Genesee Intermediate School District. Prior to his role at Berston Field House, he served for 8 years as the Director of Talent Development at the Flint and Genesee Group.
Community service has always been important to James. For 11 years he served as a school board member of the Grand Blanc Community School District, including five years as Board President. In addition, he also served on the Board of the Genesee Intermediate School District.
Fouad Bazzi

Fouad Bazzi is an accomplished financial executive and entrepreneur with over two decades of leadership experience spanning commercial banking, treasury management, and strategic business development.
For 19 years, Fouad built a distinguished career at Comerica Bank, where he held progressive roles across Retail Banking, Treasury Management, and Commercial Banking.
Following his banking career, Fouad transitioned his focus to entrepreneurship as the founder of The Owner Hosts, a hospitality and asset management company focused on maximizing property performance through operational excellence, data-driven pricing, and elevated guest experience. His ventures reflect a commitment to strategic leadership, disciplined financial management, and innovation in the evolving short-term rental and property management sectors.
Today, Fouad combines his financial acumen with his entrepreneurial insight to advise and build organizations that balance fiscal responsibility with sustainable growth. His leadership approach is grounded in integrity, systems thinking, and a passion for empowering teams to achieve long-term success.
Omar Cuevas
Grand Rapids Chamber of Commerce
As a first-generation immigrant from Mexico, Omar is committed to creating an inclusive economy. Serving as the Senior VP of Investor and Corporate Relations, Omar drives resource development and fosters growth by cultivating influential relationships within the Chamber and in the Community.
On a national scale, Omar chairs the ACCE’s Membership Division and, as a board member, helps steer strategic policy decisions impacting Chambers beyond Grand Rapids. Before joining the Chamber, Omar spent 16 years as a banker/lender for a regional bank. This tenure equipped him with valuable insights into SEDI and VSB businesses, enabling him to influence the Chamber’s strategies on new initiatives to cater to a diverse business community.
Omar also spearheads the Chamber’s Welcome Work with New Americans through the Kent County Welcome Plan, championing strategies to unlock the economic potential of immigrants and refugees.
Beyond his professional obligations, Omar’s service extends to numerous local organizations. He contributes to the Kent County Convention and Arena Authority Community Inclusion Group, the City of Grand Rapids Officer Compensation Board, and many others, including the Pine Rest Board and the Grand Rapids Promise Zone Authority Board. His service to his community is a testament to his dedication to fostering an inclusive and thriving economic environment.
Michael Layne

Michael Layne has been serving established and growing companies in the Detroit metropolitan area since the early 1980s. Over the past 34 years, he has provided strategic communications counsel to numerous industry leaders as an extension of their corporate brand.
Layne regularly plans and implements unique, results-oriented public relations programs for clients in a broad range of industry sectors, including real estate, hospitality/food service, technology, entertainment, non-profit, professional services, sports, manufacturing, retail, financial services, consumer products and communications.

Curtis Smith

Detroit resident, Curtis D. Smith, is an urban planner focusing mainly on economic development, affordable housing development, social justice and, entrepreneurship. He is a Real Estate Development Manager with Hope Network. In that capacity, Mr. Smith develops affordable housing targeting people experiencing housing insecurities in rural communities in Michigan.
Mr. Smith is the former Director for Strategic Initiatives for the Coalition on Temporary Shelter (COTS). In that capacity, Mr. Smith developed affordable and supportive housing in Detroit, Michigan for homeless families with children and evaluated social enterprise projects for COTS.
Additionally, he has been the Acting Director for the Department of Community and Economic Development for the City of Highland Park, Michigan, and a community planner with the Boston, Massachusetts-based, urban planning consulting firm, Capital Needs Unlimited. Curtis has also worked as a consultant with; the Saginaw (Michigan) Housing Commission, City of Pittsburgh Housing Authority, Kansas City Kansas Housing Authority, and the Jackson (Tennessee) Housing Authority.
Mr. Smith also has a background in film, having worked as Associate Producer on the internationally acclaimed and award-winning documentary, The Water Front, and co-producer of Steve Horn’s, Behind The Shallow Mind. Mr. Smith graduated from Notre Dame International High School in Rome, Italy. He holds both a Bachelor of Arts in Political Science and a Master of Urban and Regional Planning (Economic Development) from The University of Michigan. He is married with two children.
Brett Oumedian

He is responsible for managing the financial strategy including capital raising, capital allocation, investor reporting, treasury, tax affairs, financial reporting and forecasting. Before joining Cinnaire, Mr. Oumedian was a manager with the accounting firm Plante Moran where he helped clients achieve business success through the establishment of sound financial processes. During his tenure, he provided a variety of services which included general accounting, audit and partnership taxation to clients in the real estate and construction industry. Mr. Oumedian holds an undergraduate degree in finance and a master’s degree in accounting from Michigan State University and is a licensed Certified Public Accountant in the State of Michigan.
Sonali Allen

Sonali serves as Senior Vice President, Chief Compliance and Community Development Officer at Mercantile Bank, Grand Rapids, MI. In this capacity, Sonali oversees regulatory compliance, mortgage quality control, CRA and HMDA Data Collection, fair lending, and all aspects of the Community Reinvestment Act (CRA) Program – including the development and implementation of community economic development initiatives. Sonali’s career spans branch management, consumer and mortgage lending, business development and sales management.
A dedicated community advocate, Sonali currently serves on the Board of Directors of Genesis Non-Profit Housing Development Corporation, an affordable housing nonprofit. Sonali’s previous board service includes the Hispanic Center of West Michigan, Opportunity Resource Fund, D.A. Blodgett St. Johns, Habitat for Humanity, Home Repair Services and Neighborhood Ventures. She has also served on several advisory boards and committees. Sonali has been recognized with the Community Spirit Award from the Federal Home Loan Bank of Indianapolis and was a Grand Rapids Chamber of Commerce Athena Leadership Award Finalist.
Sonali holds an MBA from Western Michigan University and bachelor’s degrees in accounting and business management from Calvin University. Additionally, Sonali holds the designation of Certified Regulatory Compliance Manager from the Institute of Certified Bankers.

Katrina is Vice President of Global Philanthropy at JPMorgan Chase, leading strategic investments and partnerships across Michigan and Canada to advance economic mobility and opportunity. With deep expertise in affordable housing, neighborhood revitalization, and inclusive economic development, Katrina focuses on Detroit’s neighborhoods and Canadian communities, collaborating with local organizations, civic leaders, and businesses to drive systemic change and sustainable impact in four key areas: business growth and entrepreneurship, careers and skills, community development and affordable housing, and financial health.
With experience spanning both the U.S. and Canada and a background in leadership roles within public and nonprofit organizations, Katrina offers a unique, collaborative cross-sector perspective to her work. Before joining JPMorganChase, she was Director of Real Estate & Planning at Trust Neighborhoods, where she helped lead the implementation of the Mixed-Income Neighborhood Trust (MINT) model in partnership with communities nationwide, helping to prevent displacement and maintain affordability in neighborhoods facing gentrification.
In Detroit, Katrina served as Deputy Group Executive of Planning, Housing & Development in the Mayor’s Office, managing transformational mixed-income and affordable housing projects and collaborating with city departments and Invest Detroit to implement the Strategic Neighborhood Fund. Previously, as Director of Development in the Housing & Revitalization Department, she led public-private partnerships and major development projects to advance the city’s affordable housing strategy. At the City of Toronto, Katrina facilitated real estate transactions between municipal agencies, private developers and nonprofits.
Katrina holds a Master of Urban and Regional Planning, specializing in housing, community and economic development, and a Certificate in Real Estate Development from the University of Michigan, and a BA in Political Science and Human Geography from the University of Alberta. She resides in Detroit.
